The members of the Management Solutions team are established experts; each has extensive experience in supporting various management activities including project planning and development; project management and controls; engineering and construction support services; process improvement capabilities and other miscellaneous support services.
Our personnel have been selected based on their capabilities to serve in both lead and support roles across a variety of potential task assignments all of the selected key staff have the experience to accomplish large-scale projects requiring the coordination of multiple resources, as well as the ability to work as individual contributors to support specific aspects of client-integrated projects. |

President / CEO
Misty Mayes is the President/Founder of Management Solutions, LLC (MSLLC), an award-winning, comprehensive project services company. She started MSLLC in 2002 after serving as Vice President of Programs/Project Controls for Science Applications International Corporation (SAIC) where she was instrumental in securing several large, IDIQ contracts with the Louisville Corp of Engineers (COE). Since 2002, she has established MSLLC’s reputation as a provider of “best value services” in the areas of Project Controls/Project Management, Construction Management Services, Information Technology, and Process Improvement and built a team that shares her belief in providing clients with quality, responsive service. Ms. Mayes has over 20 years of experience in managing and performing project controls. She combines this with extensive experience in project planning and control that involves aspects such as planning, schedule preparation, time phased allocation of resources, cost distribution, progress analysis, risk management and earned value.
She has managed IDIQ programs/projects to provide project management and controls services to the U.S. Army Corp of Engineers (USACE) Louisville, Pittsburgh, Huntington, Detroit, and St. Louis Districts. These projects have given Ms. Mayes an unparalleled understanding of existing and planned Corps of Engineers Great Lakes and Ohio River Division (CELRD) and corporate business processes, working relations with the USACE management and project control staff, and experience with USACE programming, budget, and project development processes, P2, Primavera SureTrak, P3, P3e, P6 and project controls using earned value reporting and analysis. She also has worked extensively with the U.S. Department of Energy’s (DOE’s) Oak Ridge National Laboratory (ORNL) providing senior risk program management services. MSLLC is currently providing services in over 13 different divisions at ORNL and was selected by UT-Battelle (UT-B), the laboratory’s managing contractor, to participate in its mentor-protégé’ program. |

Vice President - Client Services
For more than 25 years, Sam Mayes has managed construction and design projects ranging from a wide variety of civil/environmental design efforts to the construction of large Department of Transportation (DOT) highway and Superfund projects. His cost and scheduling experience includes large environmental remediation projects, paving, and earthmoving. In addition, he has supervised resources ranging from construction personnel working on large construction projects to engineers, designers, and administrative personnel working in offices. Specific expertise includes;
Developing integrated project management systems;
Ongoing tracking and management of project performance;
Detailed analysis of project status;
Preparing project management documents such as Project Management Plans (PMP);
Assisting companies in attaining Earned Value Management System (EVMS) Certification;
Assessing management information needs and current information systems;
Developing needed systems, interfaces, and reports to meet the needs of management information and current information systems; and
Streamlining and automating existing systems.
Managing a wide array of personnel ranging from various design disciplines to construction management personnel. |
Construction Management Services Lead
Robert Guthrie has over 30 years of experience in construction management, project controls, contracting, procurement, and project planning for industrial, commercial, nuclear, and government projects, including new construction, rehabilitation, and environmental remediation projects. His experience includes project scope definition, establishing project chart of accounts, baseline planning and budgeting, defining and issuing bid packages, performing bid evaluations and contract awards, contract administration, change management, project cost control, earned value management and reporting, project planning and scheduling, claims analysis and mitigation, developing and implementing project management and control systems, and developing and implementing web based reporting tools.
Mr. Guthrie is proficient in the development, coordination, and maintenance of detailed project schedules involving multiple activities and multiple contractors using P3E/C and other Primavera and OTS scheduling software. He is skilled in the use of project resource-loaded schedules to accurately project future expenditures, recognize new schedule trends, and interpret the direction and impact of trends on project results. He has demonstrated experience in scheduling complex environmental projects involving time-phasing and CERCLA regulatory oversight and interface. He is experienced in construction risk management and earned value management systems. He is a team player, skilled communicator and proficient at construction information management, developing systems and tools to meet individual project requirements. |
Manager - Process Improvement Division
Tim Monroe has extensive experience in process development, analysis and improvement. He has worked with a variety of organizations including sole proprietorships, municipal/governmental owned entities and Fortune 500 conglomerates. His clients include a variety of business sectors including service, utilities, retail, pulp and paper, chemicals, automotive, textiles and polymers. His experience includes a wide range of different areas of business including research and development, marketing and advertising, both continuous and batch manufacturing, distribution, facility management and maintenance. In addition to the above, Mr. Monroe has extensive experience in program management for information technology solution selection, implementation and deployment.
He has more than 19 years experience in establishing and executing process improvement methods and is a champion for the concepts of process-centered organizations. Mr. Monroe is a certified Lean Six Sigma Black Belt and his specific areas of expertise include:
Using statistical tools and techniques to help businesses improve processes;
Analyzing a business from the perspective of customer-focused processes;
Identifying causes of less than desired performance; and
Generating improvements to obtain desired results. |

Manager - Engineering/D&D Division
Theresa Walsh has 30 years of experience in engineering and construction project management with more than 26 years of experience managing projects for the U.S. Department of Energy (DOE) at Oak Ridge and Fernald, and DOE and U.S. Army Corps of Engineers (USACE) remedial action sites in New Jersey, New York, Maryland, Ohio, and Missouri. She has extensive experience in construction field management of large ($20 million plus) construction projects, including design/build, fixed-price, and cost-plus contracts encompassing new facility, facility upgrade, facility demolition, and environmental remediation projects. She is experienced in union/non-union labor agreements and negotiation. She has a strong background in managing large architectural/engineering (A/E) design contracts. She has ten years experience conducting environmental studies for contaminated sites (radioactive and chemical contaminants) under Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) for the DOE and U.S. Army Corps of Engineers (USACE). |
Robert Rountree
Manager - Louisville Office
Mr. Rountree possesses over 28 years of experience in the field of project management and controls as a practitioner and educator with focus on the nine defined areas of project management, as outlined by the Project Management Institute. He has had the opportunity to employ his skills in the area of project management and controls in a variety of industries (heavy construction, utilities - construction, operations and maintenance, automotive - R&D, manufacturing and service, IT/IS - systems development, system implementation, and data management, and government agencies – Federal, State and local) which has provided him with “real world” experiences that have aided him in the support of his current customer. |

Technical Lead
Cherié Chance has 20 years of project management and control experience using earned value techniques, cost and schedule tracking, and reporting. Her experience and expertise ranges from developing simple project control/management systems for a small business to a complex system for an entire district of the U.S. Army Corps of Engineers (USACE).
As a key member of the Management Solutions, LLC team, Ms. Chance provides a range of project management/project control support for multiple projects/programs for government and commercial clients such as Oak Ridge National Laboratory (ORNL) and the USACE to NewFields, an Atlanta, GA-based technical and management company. Specific areas of expertise include:
Developing integrated project management systems;

Director of Training and Technology
Marie Gray has over 30 years of experience as a Business Process Consultant for Fortune 500 companies. A primary consultant on projects for American General Life and Accident, Cargill, Inc., General Electric, Procter & Gamble, GTE Sylvania, IBM, Rand McNally, Kennametal, Trane, ADP, MCI, Rubbermaid, Newell, E.W. Scripps, Nova Systems, Levi Strauss, Department of Defense, Oak Ridge National Laboratory and Maximus. In this role she provides consultation to client companies to achieve their human performance and technology goals. In addition, Ms. Gray functions as an Organizational Assessment team member for Microsoft. She is the recipient of the 2006 National Leadership Award from the National Business Advisory Council, as well as the 2006 Congressional Medal of Distinction for Leadership.
