Misty D. Mayes, the CEO of Management Solutions (MSLLC), has more than 30 years’ experience in energy, national defense, and various other industries in the areas of mission assurance, project delivery, and independent assessment in various programs.

Market Development Director

Betsy joined Management Solutions to support growth opportunities in government markets.  Having served more than 35 years in top-level management positions in both public and private sectors, Betsy brings a wealth of senior executive experience in diverse markets.

Sam is Vice President of Client Services for Management Solutions. Sam is a proven leader with more than 32 years of extensive experience managing civil engineering design and construction projects and professional staff.

Misty Mayes

Misty D. Mayes, the CEO of Management Solutions (MSLLC), has more than 30 years’ experience in energy, national defense, and various other industries in the areas of mission assurance, project delivery, and independent assessment in various programs.  Unique strengths and experience include improving operational effectiveness via implementing performance assurance programs tailored to each mission and strengthening portfolio execution in project organizations. 

Additional Professional Highlights

  • Served as the Program Manager for various USACE Headquarter, Division and District initiatives.
  • Portfolio Manager for various DOE (Office of Science, NNSA and EM) programs/projects.
  • Account Manager for all Healthcare projects within the portfolio for state and commercial clients.
  • Executive Vice President for Science Applications International Corporation (SAIC) and was responsible for Project Management/Controls.

 

Community Outreach Highlights

University of Tennessee College of Engineering – Misty recently accepted the position of Chair of the college’s board of advisors, beginning in the fall of 2018.  Misty has also co-chaired a new program that brings together female engineering students, female engineering faculty members and female engineers from industry to help the university attract and retain top female students and faculty.

Women Impacting Public Policy (WIPP) – Misty serves on the Board of Directors as well as Chairing WIPP’s Leadership Advisory Council. Additionally, she is the co-chair of WIPP’s healthcare committee that is on the forefront of working with the Trump administration on trying to make sure all women business owners have a voice in the changes being made to the Affordable Care Act.  She has been fortunate to be able to testify before Congress on various topics impacting woman owned businesses as well as entrepreneurship,

Restoration House of East Tennessee – On the Board since 2010, and the Chair in 2014, Misty and her team continue to volunteer their talents and time to this worthwhile organization that provides temporary housing and a hand-up to single mothers and their children.

Personal History

Misty received her Bachelor of Science, with academic honors, from the University of Tennessee. Misty has served as a member of the University of Tennessee Tickle College of Engineering Board of Advisors. Ms. Misty is a member of the Project Management Institute and is a certified Project Management Professional.  Additionally, she is a certified Lean Six Sigma professional and a Certified Change Management Professional. Misty holds an active DOE Q clearance.

Betsy Child

Market Development Director

Betsy joined Management Solutions to support growth opportunities in government markets.  Having served more than 35 years in top-level management positions in both public and private sectors, Betsy brings a wealth of senior executive experience in diverse markets. Betsy has an exceptional reputation for her ability to establish and maintain professional relationships and is recognized for her abilities as a problem solver and intuitive strategist.

Professional Highlights

Prior to joining MSLLC, Betsy served as the Chief of Staff and Regulatory Officer for the Oak Ridge Department of Energy. In this role she was a loaned executive from RSI EnTech, LLC (Restoration Services, Inc.). Betsy was responsible for coordinating executive resources required to deliver the company’s operational vision and the achievement of corporate goals and missions for the multibillion-dollar, nine-year clean up contract.

As Chief Regulatory Officer, Betsy served as the chief interface with state and federal regulatory agencies and facilitated communications and partnerships among numerous stakeholders, including elected officials at the local, state and federal levels. 

Betsy served as the Commissioner of the Tennessee Department of Environment and Conservation where she managed a workforce of 3,200 employees and an annual budget of $290 million. Appointed by the Governor, Betsy was responsible for all EPA-delegated programs in the state, including land, water and air and governance of the State Parks system. She also had oversight of the state’s Historic Commission and the environmental cleanup of the Department of Energy’s Oak Ridge Reservation.

Earlier, Betsy served as a Senior Vice-President for the Tennessee Valley Authority, beginning as Vice President of Community Partnerships, an economic development program supported by federal appropriations. The TVA economic development program served all of Tennessee and portions of the six surrounding states.

Community Outreach Highlights

After moving to Knoxville, TN in 1982, Betsy immediately became actively involved in the community, region and state. She has been a champion and served in leadership roles for the United Way, the Cancer Support Community, the YWCA, the American Red Cross, Leadership Knoxville (Class of ’91), Executive Women’s Association, the University of Tennessee Chancellor’s Associates, and the UTK College of Social Work Board of Directors and other non-profit and civic organizations.

Sam Mayes

PE, PMP, Vice President, Construction Services

Sam is Vice President of Client Services for Management Solutions. Sam is a proven leader with more than 32 years of extensive experience managing civil engineering design and construction projects and professional staff. Maye’s strengths include financial analysis, management of  civil/environmental development projects, project management services and managing a wide array of personnel ranging from various design disciplines to construction management personnel. He collaborates with clients to identify needs, establish contract scope and assign the best resources that Management Solutions can provide for Best Value Services. Sam joined Management Solutions in 2003.

Additional Professional Highlights

  • Served as the Program Manager for various USACE Division and District initiatives as well as at Oak Ridge National Laboratory (ORNL).
  • Previously served as National Engineering Manager for Shaw Environmental.
  • Has performed engineering and cost estimating services for multiple highway and environmental engineering projects throughout the United States for design firms and construction companies.
  • Account Manager for all Engineering and Construction projects within the portfolio for state and commercial clients.
  • He is currently registered as a Professional Engineer in the States of Tennessee, Oklahoma, and South Carolina.

 

Community Outreach Highlights

  • Has served on The Industrial Development Board and The Health, Education and Housing Facility Board of Knox County.  He is past Chairman of the Performance Evaluation Committee for the Knox County IDB.  
  • Serves as an associate for the Chancellor’s Associates, University of Tennessee.  
  • Served in various roles within the American Society of Civil Engineers (ASCE-Knoxville Chapter) including past President.  In doing so, Sam worked with the University of Tennessee Civil Engineering Student Chapter on fund raisers and supporting their local activities.  
  • Serves with the Society of American Engineers (SAME) Tennessee Valley Post, Oak Ridge, TN as the Director of Programs.  
  • Has served in his community with the Restoration House of East Tennessee by providing Owner’s Rep services for construction of The Village.  
  • Volunteers coach for the local High School golf team.

Personal History

Sam received both his Bachelor of Science in Civil Engineering and a Masters Degree in Environmental Engineering from the University of Tennessee. Sam is a member of the Project Management Institute and is a certified Project Management Professional.  Additionally, he is a Professional Engineer in the States of Tennessee and South Carolina.
