The Environmental and Construction Services Division is led by Lee Walter, PE and Sam Mayes, PE, PMP. Walter has over 28 years of experience in technical leadership of environmental consulting and engineering teams, client development, and project management. He has successfully managed projects and programs for state DOTs, municipalities, Tier 1 automotive suppliers, a large railroad services compliance/permitting portfolio and due diligence portfolios. He has led teams for RCRA, CERCLA and State program projects for automotive, upstream, and downstream oil & gas, consumer goods, and chemical manufacturing clients.

As Vice President of MSLLC, Mayes is a proven leader with more than 32 years of experience managing civil engineering design and construction projects and professional staff. Mayes’ strengths include financial analysis, management of civil/environmental development projects, project management services and managing a wide array of personnel ranging from various design disciplines to construction management personnel. Both Walter and Mayes collaborate with clients to identify needs, establish the right contract scope, and develop the best team of resources that Management Solutions can provide for Best Value Services.

Project Spotlight:

The USACE has tasked Management Solutions LLC with the preparation of Finding and Determination of Eligibility (FDE) documents for eighty (80) Formerly Used Defense Sites (FUDS) properties all over the USA that are lacking eligibility documentation in support of an audit of program completeness. The work includes the preparation of Inventory Project Reports (INPRs) at select sites once the FDEs and other supporting assessments are completed. MSLLC performs day-to-day project management of the process, archival research, final production of all project deliverables while overseeing staff from our primary subcontractor BB&E.  Although only 6 months into the project, we have received several commendations from the client for our project management approach, organization and attention to detail driving innovative approaches to ensure efficient project execution.
