PMO for DOE Agency

The Challenge:

Our client was a Department of Energy agency. In order to be compliant with DOE’s requirement 413.3 specific to Earned Value Management, the client needed to develop and implement an informal Project Management Office (PMO) that included project management processes and procedures, as well as supporting project management systems.

 

The Strategy:

Management Solutions partnered with the client to help develop a Project Management Office.

Our Team:

Evaluated the division’s work processes/systems and performed process flow‐mapping to ensure all funding requirements and constraints, as well as internal processes, were captured and impacts understood for the various project types

Developed project management procedures supporting the five‐phase project flow process (Initiation, Planning, Execution, Control, and Closeout) to provide consistency across projects and project managers, and ensure compliance with the principles of project life cycles as documented by the Project Management Institute (PMI) and ANSI/EIA 748 requirements for earned value management systems

Developed an integrated Project Management system to include existing scoping documents, estimates, costs, schedules, and technical percent complete information into a single overall project tracking system (P6)

Established an on‐site Project Controls group to develop and maintain resource loaded schedules to provide management with key metrics necessary for successful management

Developed and provided training to the client’s project management staff in order to improve their understanding of required processes, ensure consistency in implementation, provide them with a thorough understanding of EVMS guidelines

The Outcome:

A Project Management Office was for our client. The processes and operations were so successful that they were utilized across the client’s portfolio of projects, not just the projects which required formal tracking.
