Critical Decision Package Development
Management Solutions has developed and implemented project management and project control systems, construction management and facility management best practices across the DOE complex.
Management Solutions has experience on a wide variety of projects, ranging in size from $10M to >$600M. We have a proven track record of delivering award-winning excellence on all Critical Decision (CD) packages and project phases. We can provide the team of subject matter experts you need to deliver on any capital asset project. Our experienced team has assisted in the development of Critical Decision (CD) packages from project inception, through alternative analyses and design, construction, testing, startup, and commissioning. Our wide-ranging experience includes the Oak Ridge National Laboratory, Nevada Nuclear Security site, CNS Y-12 & Pantex, UCOR, Los Alamos National Laboratory, and Savannah River Site. All support for capital projects is in accordance with DOE O 413.3B.
Provided project management and scheduling for ORNL’s Exascale Computing Project (ECP), using Deltek Cobra Cost Manager and Primavera. We have supported CD project planning and preparation for pre-CD-2, CD-2 and CD-3 reviews.
Developed and maintained the integrated, resource-loaded project schedule used in managing the EPC. Facilitation was aided to expedite the creation, organization, review, and approval of appropriate project management and EVMS documentation. MSLLC prepared CD documentation and reports for and integrated project reviews.
The Spallation Neutron Source Proton Power Upgrade project was a $160M system and facilities upgrade project. Our team worked directly with engineering leads to build the project schedule in preparation for the Spring 2017 CD-1 submittal. The project plan was successfully presented and accepted at the CD-1 review. Efforts included integrating the estimate and schedule and setting the project up in Deltek Cobra for cost reporting.
Lead scheduling support was provided on the $60M Summit Supercomputer (OLCF-4) project during the post-CD3 execution phase.
Our team of experts have written CD-0 documents for ORNL to submit to DOE for determination of mission needs for the construction of new facilities. Our team meets with the various researchers to determine their needs, the current facility capability gaps, and recommends a path to bridge the gap so that new research can be performed.
